Sounds like the gauge and sending unit are not compatible.
Fuel gauges operate on the basis of the resistance to ground of the terminal that connects to the sending unit.
"Most" sending units operate on the basis of: Less resistance = full reading. High resistance = empty reading.
Try this, disconnect the wire from the sending unit, ground the wire and see what the gauge does. Typically it will move to the full position. Disconnect the wire from ground and the gauge will drop to empty.
Once you have that information, you can contact the place where you bought the gauge, tell them what is happening. They may offer a different gauge or sending unit that is compatible.
