That sounds like a pretty weak mix to me. Here in cold country you don't want to run weak chloride in the tires. My dad had a rear tractor tube on the Cockshutt 50 ruined when the chloride partly froze. He was out snow plowing at -20f and the tire went flat.
Don't worry about rusting rims as long as you keep the valve stems in good shape. I'm not sure which side wheel it was on the Cockshutt but they both still look pretty good to me after all these years. Picture from last July.
