I think it is a little of both,stupid and just don't care. I deliver feed down back roads. I run into people every day. That will come down the middle of the road refuse to move over. Stop to open a gate and they seem to enjoy coming as close to my truck as they can. Have had problems with a few mowers. But most will work with you.
