At first glance, the idea of installing a water heater outdoors is a foreign idea to someone like me from the snow belt, but it does make perfect sense for your location. Heat loss would be lower outside in 95+F temperature outside air compared to inside the house in 78F air conditioned space, plus the heat loss from the water heater does not add to the air conditioning load.
In the snow belt conditions are the opposite: water heaters are installed indoors because inside temperatures are normally much warmer than the outdoor temperature, so the heat loss is lower when installed indoors. Also any heat lost from the water heater helps reduce the heating requirement for the house.
