WELL....the pto is famous for the brake not working.. so it free- wheels when not in "on" position. Pto can be rebuilt from top cover. It only "locks" on, if the clutch discs are warped. Most fords of this series have the freewheeling pto, in the off position, so everyone incorrectly assumes its stuck on. When in fact, pushing a board against it, will make it stop.... With a shredder on it the tractor, the pto will spin a bit in the off position when the fluid is cold and thick, as it couples across the closely position clutch plates, and then freewheels a bit. As the tractor is warmed up, the fluid thins a bit, the the drag of the shredder(brush hog) is enough that it will no longer freewheel in the "off position.
The Real fix is to simply adjust the pto brake band and it will no longer freewheel in the off position. Most just ignore the problem. The 4000 and larger tractors have this style "independent" pto system.
