If your tractor is 6 volt, you are most likely experiencing various sources of resistance that is causing your starter to struggle, and suck all the voltage from your system, leaving virtually none for the ignition. Had this problem on my dad's Jubilee for decades. If I would direct turn the starter with 12 volts, it would crank a revolution or two and fire off each time.
You're probably spinning it fast enough. Just no left over voltage to create a spark.
