Because of the way you wrote it obviously. They "waited" is what you wrote in response to my assertion they were moving forward towards the shooter(s). How else can it be taken? They weren't "waiting" at all. They were working out the best way to stop it while trying to rescue the injured. "Waiting" clearly implies they were either uncaring or cowards, that in either case they tool their own sweet time doing anything about the situation. That's insulting at best.
As far as your personal insults directed at me, you're going to have to do a lot better than that to get anywhere.
