The way I read it, JDS is trying to describe for us about the guy in question here. He is not intending to be disparaging, but descriptive. We have no video to go by, nobody else on here that knows the worker or can chime in with any firsthand experience - only what the poster tells us. So as their physical ability is such a part of the story, it becomes essential to relay to the reader "about" that physical ability, or the lack thereof.
