Even if you could get police to patrol that road and set up a speed trap it would be short lived as they can't be all places all the time. I wonder if you could find an old police car CHEAP at an impound yard or junk yard ? If so you could set it out by the road and even stick a cardboard cut out in it to look like it is manned. That would do more to slow them down than anything.
