Generally, terracing and tiling are done in combination. Terraces are shaped to slow the water flow, and to lead it somewhere...by having a tile inlet at the lowest point of the terrace, then leading it downhill to an outlet. There is USDA cost-sharing available thru the FSA/NRCS office. They are the permitting authority, and your DNR gets involved in some situations as well. You don"t want to try this on your own.
