In the shop where I work, we install them before the fuel filter. That way changing the fuel filter will be much less messy.
Not to hijack this thread, but the reason they don't come with a tank drain is twofold: 1. Its nearly impossible to convince some people to use a shutoff. (And some of those who do will turn it and forget where it is/how it works, and you have to show them again every year.) I put them on, show the customer where it is and how to use it and when I see the machine again, the valve is on and the gas is in the oil all over again, just like last time.
And 2. If they did have a drain for the tank, some idiot would be hopping mad when he accidentally drained one all over his fresh painted garage floor.
