The light will not come on the dash unless he disconnected a wheel sensor or has some sort of electrical issue with the ABS or low fluid in the master.
The only special "tool" is a proper OBDII scanner to cycle the ABS pump and valves to work the air through. If he opened the lines up stream of the ABS then there IS air in the system. Sometimes if you stop hard and make the ABS activate then it will work the air down and you can bleed it normally out the bleeders on the calipers. If not the scan tool will open and close the valves while stationary so you can bleed it out.
