A friend of mine owns a tire shop that repairs earth mover tires, they can boot the inside, and repair the outside. I think a rear tractor tire repair costs around 1/3 to 1/2 the price of a new rear depending on how bad the damage is, it's also a time consuming repair if you want the best repair possible . A rip off "tire shop" could probably do it cheaper, and faster, but you get what you pay for.
