Very few hydraulic cylinders have built in spring or gas pressure. To push them back in will require putting the controls in the "lower the load" position. If electrical, the control will need voltage to work. (be careful to use ACC position or limit the "on" time to avoid heating ignition components if it is not started) compressing both at the same time could be done with a high lift jack turned around so it compresses, then anchoring the base to the cylinder base, and the moving part to the ram crossmember.
