I like the submersible ones better. As far as efficiency, looks like most of them are 500-1500 watts, regardless of whether they are the floating kind or submersible.
We have had cattle mess with/break/remove/chew on/etc floating heaters. The submersible ones are more out of sight. On the rubber maid tub you can get one of the screw in type that fits the drain plug...they work well too.
