Ken, the problem is that rouge nations like those mentioned don't need an excuse to practice terror. It doesn't really matter if it's the US, Japan, Canada or Belgium. What matters is you aren't toeing their line. In one case you have a madman trying to blackmail the world into doing exactly what he wants...whatever that is, to be World Dictator perhaps.
