More than likely it was taken out of the circuit (maybe because it failed) and to make it right you will need to trace down the connection between the wires going to the switch (no ide where that might be. The other possibility is that the wires are touching one another either exposed, or in a loom. If you disconnect the start terminal at the starter, one of the wires of the start switch should show volts when the key is in start position, the other one no volts. If both have volts, it was either bypassed at a connection, or touching (shorted) in a wire loom. If neither has voltage, someone likely bypassed the switch at a modestly easy to find location. They could have run a new wire directly from the switch to the starter. Jim
