Did more digging today and cleaned out the pressure relief valve.
It was not moving much due to being packed full of fine fuzzy grit of sorts inside the tiny inner parts of the spool.
Now the pressure is down around 290 - 330 PSI depending on RPM's and when the PTO control valve is switched of the PTO clutch pressure drops right to zero.
However the PTO keeps right on going until the RPM's are brought down into the 1500 - 1700 RPM or lower range then shuts right off.
I also cleaned out the lower flow divider valve and the second divider on the left hand side of the tractor that is part of the filter assy. The spool was jammed solid in that one.
