Surging, overheating and dying may or may not be related. Gas or diesel? Have you taken the valve out of the bottom of the tank? There is (or is supposed to be) a screen where the fuel feeds into the valve. Crud in the tank can plug the screen (or the valve itself, if the screen is gone). As far as overheating... Red on the gauge, or boils coolant out of the radiator overflow? How full do you have it to begin with? Fan belt in good condition and tight? No slop in water pump bearing? Radiator shroud in place?
