YOU were looking at the funeral procession. You really have no idea why the other fella was stopped. May have had nothing to do with the procession. He may have broken down, may have had something run out in front of him, may have stopped for a pedestrian or an accident. If you had hit him or anyone else, YOU would be at fault. You MUST be in control of YOUR vehicle at all times and maintain a safe distance so you can stop. Not good that he was stopped in the lane in front of you. But it was YOUR responsibility to be able to stop avoid him.
