What he said, Cranking the engine for a second will trigger the ECM to prime the pump @100% duty cycle. I can't remember for how long the pump will run but its around 10-20 seconds or a little more.
BTW there is not a relay for the fuel transfer pump ( aka "lift pump") There is a fuel pump relay however this relay is for the injector pump. The ECM has full control of the transfer pump, with no dedicated fuses/relays
