On a clear sunny day I don't think lights help anything. If someone doesn't see you it's because they are more interested in their text message than watching traffic. The lights wouldn't matter either way. I do agree when it get a little dark especially if it raining everyone should have their lights on but how do you fairly regulate it. That would be an interpretation as to the visibility in different circumstances. One person may have a good clear windshield with good wipers where they have no problem seeing and another person might have an old scratched up windshield with less than perfect wipers. Here in Texas they only inspect wipers once a year and they will only fail if they are crumbling off the arm. They don't wet the windshield and see just how well they work.
