Sure, I'd like to be the world leader in medical innovation, but I don't see that happening tomorrow, for a whole long list of reasons.
However, I don't think catching up would be impossible. Every time there is an advance in technology, a lot of people (and countries) are quick to copy, and sometimes throw in an additional minor improvement as well. Think about how fast improvement is spread in the automotive industry, the ag industries, and the automation industries. Medical care is no different. There is a lot of science involved in any of these examples, and of course a few barriers to be overcome. We don't always have to be the innovator, we could just become a lot better at implementation. Look at the countries that have become very successful by just copying the market leaders.
