Friction loss is what reduces the flow and once flow is reduced, so is the resulting pressure at the other end while the cylinder is in motion. Friction loss is greater at higher flows. So working slowly it will make little difference. Friction loss is also a function of length. So a reduction from 3/4 to 1/2 over say 2 feet over a ten foot hose will have little effect. But if it is ten feet over a ten foot hose it will be a very noticeable loss of flow and thus pressure.
