You say there is power to the solenoid. The best way to check it is to unhook the wire, turn on the ignition, and then touch the wore to the terminal on the solenoid. If you don't physically hear, or feel it click on, the solenoid is bad.
As another reply suggested, if you need to use the machine, you should be able to take the solenoid off, remove the plunger, and reinstall the solenoid back onto the pump. This will allow the engine to start, but you'll either have to stall it, or run it out of fuel, to shut it back off.
