The only way to ensure you have a working welder is to replace it with a working welder at the cost of buying a working welder. that cost might be what you paid, or more, or less or even the price of a new one if a good used one cannot be found.
garage door is a no brainer. NEW cost WITH labor. used doors or piecing together repairs to yours would be a bad deal. make sure frame, trim, opener are all as they should be.
