As far as I know, it requires an EPA certificate to buy/sell/handle R-12. There are some heavy penalties for releasing it into the atmosphere, but nearly impossible to enforce. R-12 has been almost completely phased out and replaced by R-134a. There is still a small demand for it among restorers of antique vehicles. It can still be purchased over the counter is you have the EPA certificate, but it is heavily taxed and very pricey. R-22 is headed the same way. So far, there is no really GOOD replacement for R-22. Personally, I have stockpiled some R-22 for my own system. Time will tell if a good replacement comes along.
