Yes but you need a service manual to tell you how to find and replace as you are only working by feel. You need to be able to go by the pictures in the manual. I have both the orignal tractor books and the ITT book, early and late versions and used them all and it was while I had the top cover off that I could actually see what I needed to. And you also need to hook up the linkage by feel through that little inspection hole. A lot easier if you could have the wheel off while doing it, I could not do that. It could be bent or just gumed up and sticking and just needing a good cleaning. When I had mine down I bought a new one because mine was sticking and making the arms hang up in the up position. Looked over the old one and looked better than the new one so I cleaned up the old one and it has been working for several years. My top cover cracked I think from a booster cylinder that I have that I have never seen anouther like it and have found no one anyplace that has ever even heard of one like it let alone seen one. While I was in there I took the pump out and had it apart and cleaned everything. It could be your pump is just too wore out to build pressure but used pumps should not be hard to find.
