There is a screen held in with 4 bolts on the hyd. res. if you are lucky it may just need cleaning. What power steering unit does your 400 have? The Bahlin unit uses tractor hyd. and if the loader also uses tractor hyd. it would create a large demand on hyd. system. I prefer pto pumps. The other ps system was a Char Lynn this was an automotive type system with its own belt driven pump. I always thought the Bahlin was the better one. Good luck
