The small spring is the starting spring, it helps pull the rack forward so the rack screw with shims contacts the rack cap on Case applications. If left off it will NOT cause an overspeed or runaway, just won't start as well. Also, weights are out when pulling rack back to fuel off position, weights are in when rack is forward for fuel on. If they stick when in, that will cause runaway. Most overspeed/runaways are caused by one or more stuck plungers, or the governor to rack link incorrectly attached. If the rack is in the forward/start position, and just one plunger is stuck, the flyweights will not be able to pull back when it should. If three or four plungers are working correctly they will cause the engine to run/overspeed. Best to quickly block the air supply when that happens to shut the engine down..
