Since it appears to have a lawnmower tank bolted to the hood I would suspect the gas tank is rusty, or even has holes in it. Appears to have some kind of hydraulic pump on it, but also has hand lift. I believe that if you are looking for a project that will take a lot of time and money and not be worth enough to get much out of, you have found it.
