What no one has mentioned is that, even though the rules for each forum are clearly stated, it is also true that the powers that be, for whatever reason, choose not to enforce them. Other forums I am on have moderators who keep track of these things and if a thread is in the wrong forum they will move it.
But if this is the way they choose to run their show, then I guess it is what it is, even though it doesn't make a lot of sense sometimes.
