I can't help with specifics on that tractor, but generally speaking...
There are 2 types of pumps, 2 types of systems.
A fixed displacement pump uses open center valves. When there is no demand on the system, the fluid freeflows through the valves and back to the tank. With this system look for a valve that has not centered, a line connected wrong, anything that would dead head the flow forcing oil past the relief valve.
A variable displacement pump uses closed center valves. The pump holds pressure but the volume drops to only the amount needed to maintain the pressure. With this system look for a problem with the pump control, relief valve, internal leak.
I know, vague assumptions, but maybe something to look for.
