Jim the problems with your argument is that suing is AFTER someone is dead or maimed/scared for life. And one or 2 guys getting sued a year or receiving a jail term doesn't stop the next guy who thinks "it won't happen to me". The government has one job. That is protecting it's citizens. If mandatory truck inspections protects the citizen from needless disregard of operators then THEY ARE DOING THIER JOB! Thing is some guys trying to play with the big boys don't have the money to buy something decent. So they run junk and hurt people. The key part you state is responsibility. That went away a long time ago. People spending 110% of their income, driving junk vehicles and such are all earmarks.
