Those tires were built (079) in the seventh week of a year ending in 9. Since you say you bought them in 1996 we have to assume they were made in 1989. This is why in 2000 they went to a 4 number code with 2 year numbers to stop the confusion.
Fmcsa has no set rule as to age that I know of but it is common practice not to use tires over 10 years old. Some like to limit it to 6 years.
Even though the tires were kept out of the sunlight they are still bad. Oxygen turns tire rubber hard over the years and will cause them to separate at speed.
