When the Soo Line left northern Stearns co. They already had the trail process in motion. The county held a meeting in the southern part of the county in a small town to put the topic on record. While it was advertised none of the Soo's neighbors knew about the meeting because of the location.
Once the wheels were in motion it was too late to fight for any rail land that intersected many farms. Hence the Wobegon Trail was established.
I don't live near a trail and don't use trails so I can't say. Hopefully they are worth the cost burden to the state / county. At the time it sure seemed like an underhanded way too approach the matter.
