Yes, when using the Reply button, it creates a quote function, as above, but only with the previous poster's name and time of their post, not all the text. I usually just delete all that and start fresh.
If you choose Quote, you'll get all that plus the text of the quoted poster. You can edit as desired.
I think this phBB is an older platform (copyright 2005), plus there is the whole Modern View vs. Classic View issue. I am pretty sure the owners do the best they can, and am very glad they do. I wish the Edit function worked, but that is a small price to pay for such great information.
