I am not sure the state charges the Haz-Mat fee, it's the company filling the cylinders charging it. They claim that they have to charge this because it costs them so much to be in compliance with all the federal regs that they have to pass it on to the customer.I'd say your cost on refilling those cylinders is about right.Usually if I pick the cyls up myself they don't charge me, If they deliver they charge a fee per cylinder.
