I believe that if it got into court that a drone owner would be able to argue that it is indeed an aircraft by definition. I was thinking about how a court would have to rule, not what the FAA says. I think this is going to open a can of worms. I can see it now, guy gets hit in the eye with a paper plane and goes to court claiming that the person who made it and "flew" it was illegally operating an aircraft. :shock:
