If it has live pto it means your pto clutch is either stuck to the pressure plate or its about shot and needs replaced. Most likely the latter. You can try adjusting the rod that goes from the pedal to the clutch arm. Tighten it up a little. Had that same thing happen to me and ended up having to replace the clutch.
