question about oil pump on farmall C

I posted a question a week or two ago about my filter screen assembly having liquid of some sort (sounds to thin to be oil) in hollow area of the filter screen assembly on the oil pump. I followed the instructions I received to immerse it in hot water and look for the air bubbles to find the leak. There doesn't appear to be one! No bubbles and as far as I can tell, no additional liquid entered from the water bath. Is it possible that the liquid inside is part of the design? I am unable to find any additional information about this and I don't want to drill a hole and drain it when I can't find the leak and its possible that is might have been made that way. Any additional information would be greatly appreciated! Mark D.
