I have hired a lot of people in the last couple years. I pay the going wage in the industry (it isn't great, but it is a lot above minimum wage and at the standard of the industry) and I treat the people with respect and consideration. This is manual labor, and the people are considered unskilled, although the best ones have a real knack for the job and do it with skill, talent, very few wasted motions, and almost no direct supervision.
I have dealt with a lot of personnel issues, drugs, booze, arrests and no-shows. 50% just disappear. Just seems to be the norm.
Sadly, the immigrants are far and away the most skilled and extremely reliable.
