While I don't claim to be a geologic expert. From the pictures, it appears the spillways were built on an existing hillside, and the dam itself is off to one side. It appears that a section of the hillside gave way, across the dam's spillway. It really is no different than all the other mudslides that have been occuring out there, just the bad luck of being under a dam spillway. The determining factor will be what is inside that hill, if there is bedrock in there to stop the erosion.
