To the the victims family, the penalty is never harsh enough. To the offender, I would like to think their harshest penalty would be living with knowing they put someone in a grave because of their stupidity. That's assuming they have a conscience to start with. When you stand beside the coffin of a 16 year old girl, and only child, that died at the hands of a drunk driver, and another one smashes into your wife's school bus, some time later, it's very difficult to have sympathy for any of em. It's just plain inexcusable.
