If one of the differential side gears has failed, the locking will allow the remaining side gear to power both sides. It will not have differential action, but can be moved. When unlocked it (internally) acts like one wheel is on ice. A broken bull gear to axle could do it. or a broken bull pinion drive from the side gear. These observations are based on guesses. Operating it with broken internal parts can increase the cost of repair every time a piece wedges between two meshing components. Jim
