I think it's folks he knows can get the job done mostly. Couple of shady deals but most are on the up and up if you ask me and I haven't seen any insiders.......now my X governor.......gotta pass on that one.
If you want a job done right, get a successful person. Just because he/she may not have experience in a certain area really means nothing when you consider traits learned in being successful. When I was working there wasn't a job at the factory that I didn't think I could do. Reason is I figured how to approach problems and get them solved. The other thing is understanding the complexity or lack thereof, of the problem. Remember, the building may be magnificent and a work of art and all that, but it comes down to this.......it was built ONE BRICK AT A TIME. Understand the part it plays and you can understand the complex parts.
