Completely correct, the DO NOT CALL laws are only applicable inside the borders of the US. AS far as the actual person on the phone is concerned, that's just some person who has to have a job.
Blocking the caller? You gotta be kidding! A call center may have hundreds of people on the phone at a time. So each center has to have that many lines each with it's own number. Now add on that there is software out there that will tell you the call is coming from somewhere, say here, 218 area when it's actually coming from India. So caller ID and blocking are not effective at all when trying to get away from these companies.
Now add in that say you buy something from CaseIH. You give the dealer your number. In effect you just gave your number to FIAT. And anything that FIAT owns is now able to legally call! Just a little loop hole that many companies have chosen to to make money on. This dose not mean that FIAT is or isn't doing this, just an example.
