All you need to do is work with the Mexican government instead of threatening them. You set up a system there where they apply for a card in their own country. Then set up a system here at home where you use a broker or agency where you just call up and tell them you need,say 30 workers to pick apples on a certain date. You get those LEGAL workers here to do the job,then they can move on to another job through the broker,or they can go home knowing that they can come back if they want to by using their card again.
After that system is set up,you crack down on the illegals,but if they knew they could get in to the system where they could go home to their families and friends and still be guaranteed the ability to come back,the illegal problem would dry up. They stay and work for next to nothing because if they leave,it's a huge illegal hassle to come back. Mexico doesn't have an American style welfare system,so it's sneak in or starve.
There's three separate problems. Guest workers,drug traffic and illegal immigration. Take care of the guest worker problem and you take care of the illegal immigration problem. The drug trafficking is a whole separate matter that shouldn't be lumped in with the other two.
