First thing is to get the area graded so water won't flow towards the step. And if the step is set too low to do this, then it may be necessary to demolish it, regrade the area and replace the step. If it's a prefab step, you may be able to jack it up and fill underneath it.
I've used the Sika self-leveling concrete sealer with good results. However, you must first plug the crack with "backer rod", which is a foam rod you stuff into the crack. The self-leveling sealer is so thin it will drain right through a hole of any size. You'll find large-diameter backer rod next to the concrete sealer in most stores; smaller rod will be found with weatherstrip products.
