DEF starts to freeze at 12 F and the system is designed to handle that. DEF tanks have volume above the fill line to allow for freeze expansion and coolant lines running into the tank will thaw it out for use as the engine warms up. DEF isn't injected into a cold exhaust system anyway so the emissions control system can't use the DEF until it warms up anyway. As others have said it is critical that the purge system is operating properly - you should hear the DEF pump run for 30 seconds or so after key-off to ensure that the lines are clear. DEF is not harmed by repeated freezing and thawing.
